Heat oven to 350°F. Lightly grease (or apply cooking spray) a 12 x 15 inch baking pan with sides.
In a small bowl, combine the dried milk, flour, baking soda, and spices. Set aside.
In a large bowl, thoroughly mix oil, honey, juice, orange peel, eggs, and pumpkin.
Gradually add flour mixture to pumpkin mixture, stirring until smooth.
Spread the batter into the prepared baking pan. Bake for 15 to 20 minutes, or until golden brown and the cake springs back when you touch it lightly with your finger.
Allow the cake to cool before cutting into squares to serve.
